These same households are said to be the ones that produce the types of youth who are most likely to have emotional or behavioral problems, use illegal drugs, and or alcohol, be physically abused or neglected, in addition to, committing crimes which require incarceration. Black males 18-24 years old have the highest incarceration, unemployment, graduation dropout, and homicide victimization rates in the United States.
